We are pleased to inform about the publication in the Official Journal of the European Union of Implementing Regulation 2022/996 dated June 27, 2022. The document can be downloaded here.
This regulation specifies the rules for implementing the RED II directive. The published text comes into force on June 30, 2022. It provides to be fully implemented within 18 months after publication.
2BS and its Steering Committee are preparing to update the standards and procedures applicable to 2BS certification. We will come back to you, at the appropriate time, and inform about the changes to be taken into account and their date of application.
In the meantime, we would like to draw your attention about the following important elements:
- Mutual recognition between voluntary schemes (Article 8) is now imposed by the European Commission. In other words, the proofs of sustainability issued by 2BS are fully equivalent to the other schemes and vice-versa. This will be a major improvement for all economic operators.
- The rules in terms of group auditing are specified (Article 12). As you are already aware, 2BS scheme is particularly well fitted for group auditing applicable for farmer cooperatives or agro-traders. These new rules provide more flexibility in the control of the farmers but still require careful collection of the proofs of evidence of sustainability of the farmers.
- The main change involves the calculation of the Esca bonus (Annex V) in the context of the calculation of real values for greenhouse gas emissions. The European Commission thus confirms a choice made by 2BS for the past years: The Esca bonus rewards good agricultural practices and makes it possible to value carbon storage by famers. The voluntary 2BS scheme now has 18 months to adapt our existing models. Remember that despite adversity, Esca is still alive!
As indicated, the 2BS team and its Steering Committee are ready to prepare the changes made necessary by this publication. We will have the opportunity to come back to you and the certification bodies in order to provide more details as to the actual implementation of the implementing regulations.
